Actually this lock is illegal in most door applications because of a potential LOCK-IN situation, and a life safety issue. Suppose you install this lock on a storage room door at a restaurant, or convenience store. Say one of the employee's unlocks the storeroom with the keys and leaves their keys outside the door. Well they are inside the room, and someone else comes along and closes the door. As it stands now, the employee that unlocked the door is LOCKED-IN.
Now what would be considered a legal installation? Say a big chain store uses massive trash compactors to manage their trash output and they use a waist high, Man-Door that separates the big dumpster to the main building trash compactor area of the store. Since this type of situation poses a security risk, and health hazard, this lock application is a perfect solution. Let me explain what I mean.
On the inside of the building you want to keep this door lock so no one can wonder off and accidentally get trapped inside this particular area. Someone may also have plans to camp out in this area, and pilfer products from the store after hours. As you can see from the example I just gave you, leaving this door unattended, and/or unlock can pose both security and health hazard.
On the outside of the building when the massive dumpster is in place and up against the building, the Man-Door is protected and concealed. Now on trash pick-up days, the dumpster is pulled away from the building to be emptied, and a lot of times it's not put back in its original position to protect the door from unauthorized entry. So during these times, this type of lock is a perfect solution as it keeps the door locked from the outside of the building when the dumpster is pulled away from the building.
